Im a lvl 20 villian and the only weapon I could find was a lvl 3 one from a vendor. I know theres some available at lvl 24, but where can i find one in the meantime? Theres no auction house, and none of my quests have weapon rewards,...... theres gotta be someone who sells weapons near my level that I can use......
