DBZ VA Changes

The original FUNI Ginyu, Dale Kelly, dropped off the scene long ago. FUNI recast him to avoid paying him royalties. Same with all the other characters recasted. They no longer work for Funimation.

Well, with Ginyu, he has had a different voice ever since the 1st Budokai game for PS2. It is because Dale Kelly left the show (he was also the narrator before Kyle Hebert) up untill the end of the Cell Saga. Since Dale Kelly was gone, the redub of Season 2 used his replacement voice actor, Brice Armstrong. Brice Armstrong also r-recorded Dale Kelly's Ginyu lines for continuity reasons.

Actually, Maron was originally voiced by Tiffany Volmer (Bulma's voice actress), so it is unclear why they had Leah Clarke redub her.

And with Android 19's voice, they just decided not to filter his voice to sound like a robot, but I'm sure the cast changes were pretty much reasonable since some of those actors don't work at FUNimation anymore

personally i like the 1st Funimation set of voice actors they had for DBZ. Especially Goku. Goku sounded more strong and less goofy than he did when the dub actors were replaced during the Frieza saga.

Ian Corlett was replaced by Sean Schemmel and why Schemmel did a good job, at times his voice sounded like he was going thru puberty and it sounded high during many of his lines.

It took a while to get used to Vegeta since the voice was so different, but I think Chris Sabat really nailed it especially around the Majin Buu saga.

I actually preferred Dale Kelly as the voice of the narrator. He was a lot more comedic and made it sound a lot more like an action show, but the new Ginyu did a better job with that part. Hebert did a great job, yes, but the tones are just so different that it makes it seem like two shows at the beginning.
