giving you the benefit of the doubt about what your intentions are (maybe you are just using satfinder to test signal strength) then yes as long as you have a strong signal 90+ on your 91 sat then you should get at least a decent signal by putting an LNB in the 82 spot.... (assuming you are setting up a dual LNB dish pointing to both satellites AND you have your skew set correctly)
You do not need any sort of switch or anything to pick up 82....however since you are not trying with a switch then I'm wondering if you are just trying to point at 82 alone....in which case skew is not an issue BUT you need a different elevation then you have for pointing at 91 which might explain why you don't pick 82 up going left and right after getting 91.
google for sat angle calculators...there are a lots of them if you need the correct settings.
