daughter on military tricare problem! please need help now!!?

Ok so my girlfriends father is in the army us special forces out of NC. her mother and father are divorced and she lives with mother in SC. father refuses to renew military id card sense she left him for her mother.. she cant get it renewed without him.. and he refuses to do it for her or help her in any way. She is 18 years old and out of highschool not attending college she has a medical problem and needs help how can she get on tricare again? what are her options? can she just get a civilian id card now and get medicare or some other kind of medical coverage. please help this is verry important all answers get 5 star rating thanks everyone
 
if she is 18 she can get her own healthcare.

BUT if he has to legally still cover her (not sure if he does since she is 18) she can try to get a hold of the person who is in charge of her dad. if they know he is doing something wrong they will make him go get her a new card.


--edit-- looks like the guy above me gave u a good answer, so since she is 18 she cant get a new id unless she is in college.

Unmarried children up to age 21 (including stepchildren who are adopted by the sponsor) are still covered by TRICARE even if the spouse gets divorced or remarried. But in the case of a stepchild who was not adopted by the sponsor and the marriage ends in divorce, the stepchild loses eligibility on the date the divorce decree is final. It should be emphasized that stepchildren don ’t have to be adopted by the sponsor to be covered by TRICARE while the sponsor and the mother or father of the stepchildren remains married. A child aged 21 or over may be covered if he or she is severely disabled and the condition existed prior to the child ’s 21st birthday —or, if the condition occurred between the ages of 21 and 23 while the child was enrolled in a full-time course of study in an approved institution of higher learning and is, or was at the time of the sponsor ’s death, dependent on the sponsor for more than one-half of his or her support. A child may also be covered up to the 23rd birthday if he or she is in school full-time.

She does not need an ID, although it would be nice. All she needs is the sponsor's (her father) Social Security Number for the claim to be processed.
 
From someone who deals with insurances on a daily basis, these are my suggestions.
First, if I were the girlfriend I would try to contact Tricare and see what they say. Being that she is a dependent she will probably need her father to renew her benefits, but she might be able to do it without him. Because she can stay a dependent until she is 24, I believe.
The other alternative is to pick up some form of Medicaid (whatever is offered in North Carolina) but even then I can't guarantee that the M'caid would cover her medical conditions. Still, any insurance is better than none.
She needs to follow up with Tricare first.. the number is on the back of her ID card. If that doesn't work, she can refer to this link which has an application for NC Medicaid and also some contact numbers.
Also, the application process for Medicaid might be slow.. you might want to go ahead and apply, even if it turns out you don't need it.

Actually if she doesn't have her ID card, she can just give them her dad's Social Security number. And also have her contact her dad's 1st SGT or Commander. He needs to still support her until she is 21 regardless of what he wants to do.

Re-Read the part very carefully about her being 18 years old. She CANNOT be listed as a dependant unless she is enrolled in College and thats good only up to age 22 (I could be wrong on that)

Its not a mater of her dad getting her ID renewed. Its a mater of her showing the ID people her ID to replace it- and if she's over 18, they CANNOT do it legally.

Her options, if she's as screwed up medically as you say is for her to go to Social Security and have her listed as disabled.

Unless she is attending college full time she is no longer eligable for Tricare benefits or a Military Dependants ID Card because she is out of high school, over 18 and not going to college full time so she no longer qualifies as a dependant.
