Daughter has watery, goopy right eye, allergy?

My 10 week old daughter has had a watery, goopy (yellowy-white), right eye since birth. Doc cultured it, but results aren't back yet. Thought it was a milk allergy, so switched to soy, but eye isn't clearing up. Daughter has sinus congestion too and sneezes. Could this be another allergy or maybe a blocked tear duct?
 
My baby had it too. He had it up till about the age of two, two and a half. His was conjunctivitis, which is aka, "pink-eye". I talked to a doctor, actually saw him while out shopping. (a stranger). He told me it will go away, and come back, but they can always have the strain in their system. And he was right, with antibiotics, it went away for awhile, but always came back. It is gone now, but lasted a good two years off and on. It is considered a virus, which can lie dormant for many years. It is goop in the eye, that looks beige-ish, or yellow-y.....and it can dry up and look crusty. It's gross. Just keep it clean with the baby tear free soap, and you can also get eye drops. Make sure the bedding is always clean. After she gets rid of it, it can come back if she gets re-contaminated. Don't use the same wash cloth over and over. That was what the answer was for me.
