Data plan on Motorola Cliq?! PLEASE HELP!?

so im looking to buy the motorola cliq on ebay. i dont need the internet/ data service plan on it but i was wondering if without the plan A) the phone will still work and funtion and B)if i am somewhere where there is wifi signal, will i be able to get on the web, even without the actual internet plan????? helppp!
