Cutting back the garden in winter?

I'm pregnant and have been really ill, so for the last six months I've been unable to get out in the garden. My husband organised a gardener to come a few weeks ago and "tidy things up". I instructed my husband to tell him to clear weeds, dead leaves etc but this guy has decemated my garden. He's cut back roses and hydrangeas etc to half their size. I was always under the impression that you cut back once the warmer weather starts ready for the growth season. My plants and roses have been exposed to snow and temperatures reaching -12 degrees since he cut them back. What can I expect now? Will they be fine, or will the frost have got to them and will they die?
