Custom Fixed Gear Bike Questions?

I have some questions for a fixed gear bike.
1) Is a custom bike: blue frame/fork, with 700c red wheels, and yellow tires, new chain, with warranty/unlimited repairs worth $320?

2) Is a fixed gear bike with a front brake still a fixed gear bike or is it a track bike?
 
1. That all depends. I would at least have to know the specs. But it doesn't sound bad for a new bike. If it's used, then it has to be good.
2. The track bike is the one without the brakes. They won't let you ride in the velodrome with a brake on. Fixed gears with brakes are common. I would have one if I were to ride in the street.
 
1. Yes, No, Maybe. You can't get much in the way of a new fixed gear or SS for under $400. If the bike in question has decent wheels, was built specifically as a fixed gear (not a conversion), and the remaining components are up to the task, then it may very well be worth every penny of $320. It's kinda hard to say w/o seeing it and knowing what you're getting for the money.

2. It's a fixed gear. The determining factor as to whether a bike is a fixed gear is the drivetrain (singlespeed with a fixed cog). The presence or lack of brakes has nothing to do with it. A track bike normally would not have a front brake, and some velodromes forbid front brakes.
