custody laws concerning children whose parents died with no will?

Ok so this is bit confusing. My husbands uncle is married and they have four children and one on the way. the oldest is 18 and he is employed full time and very responsible but still lives at home. The next child is a 9 year old boy with add and then there is a girl who is 6 and a boy who is 2. The wife has cancer just found out about 8 months ago and also just found out that she is pregnant with her fifth child. she is not receiving chemotherapy or any treatment and is planning on keeping the child.
my husbands uncle is positive for spina bifida which will leave him paralyzed in a matter of years and ends in psychosis. the state has mailed his wife a letter stating that upon her passing her husband will not be fit to be the guardian of these children because he is disabled. so what happens to these kids?
The 18 year old is willing to take them all but wil the state allow an 18 year old to have four children under the age of ten? my husband and I have been married for four years and we have an 8 month old. we are also willing to take them and the 18 year old....as i cant let them go into foster care they are our family. but we need to know if anyone knows the guidelines for this kind of thing what requirements do we have to meet and is it even possible for them not to go into foster care. I'm sorry this is so long but we are very worried for them. thanks!
