Culturally Speaking: What do you think is most vital thing in a civilization?

Well Thursday and today in my global studies class, we have been debating on what the most vital thing in a civilization is? This one group in the class said that it was food, another said religion, another said it was social class, another group said you need a strong central government, and my group said technology. The biggest argument was food vs technology. The food group said we need food for energy, to stay focused, think right and to live a healthy life so that you can that you can perform most tasks. My group said you need technology to advance society, explore things we humans wonder about, and to catch food.
What do you guys think is more important? (it doesn't have to be the ones I mentioned)
Out of my classes debate whats more important food or technology?
 
You have overseen the most valuable thing, and that is freedom. If we are all forced into enslavement than we could have all of that stuff and life would suck.
 
The most vital thing in a civilization is its ability to take care of its own people. People flee those places that cannot do this, and they flock to those places that do.

The United States and Canada are prime examples. While not perfect, we do a far better job than Cuba or Zimbabwe does.
