Cultural dissonance, but which culture? Hispanic, African-American, is it class based?

I'm a native New Yorker who lived in the southwest for nine years up until 2 years ago. Since I've been back, I've been living in neighborhoods that are very heavily Hispanic with a well-represented African-American population and a barely measurable white population.

I have noticed that I seem to be not on the same wavelength regarding what is polite, considerate and good etiquette. I am finding the people I have to deal with on a regular basis incredibly rude and I'm wondering if it's something inherent in the culture, and if so, which one.

I have found myself on the receiving end of what I consider inappropriately intimate comments that I consider insulting, things that involve my relationship with my husband or our method of caring for our children (something about which I wouldn't take advice from anyone around here). I never really noticed this among Mexicans or Mexican-Americans in the southwest, but it's a big problem among people of Caribbean descent (at least when combined with us). Is there something in those cultures that would explain this behavior?
