Cruiser Bicycle with Gas engine Kit.. License?

Live in CA and was told I need an M2 license to ride it... does anyone know the legal issues for Bike conversions in California? Do I really need an M2? I was also told I don't need a driver lic. at all to ride it. It is a Huffy Cruiser bicycle with a 2 stroke gas conversion.. all epa checked etc....
