Same problem, mine was the roll off switch-i just unplugged it. Have to disengauge cruise with brakes. Was told by stealer i needed cruise module and harness-i hate the stealer, mostly only go there for clothes.

i ride a 2007 ultra with 25k miles. last week my cruise failed to engage...then someone noticed my tailight was out. checked the fuse and the relay, nothing worked. don't want to take in to the shop.....help

I'm going throw one more option out there. I was riding to work today and twice when I set the cruise the bike went Toyota on me and accelerated about 5-10 mph above where I was when I hit the button. After that it worked fine. Fast forward to the ride home, nothing!! Power to the on/off switch, check! Indicator light goes green when I set it, check! Roll off disengages cruise, check! It wouldn't set to save it's own life. Tried disconnecting the leads from the roll off switch, no go. Brake light is working fine. Meter on the fuse, all good there. Here's what it was! This past weekend I did an alignment, while adjusting the top heim joint apparently I unseated the cruise cable from it's retention seat on the backside of the throttle body. Put it back in, initiated the lash sequence, PRESTO, cruise is fixed. So, if you have done anything in between the jugs recently, check and make sure you didn't work that cable loose from the retaining seat.

Not sure if this works on pre 08 bikes but there is a cruise diagnostic to check all the inputs.
With the cruise rocker switch On
Kill switch in run position
While holding cruise set/resume button to the set position
Turn on ignition
Cruise light on should be RED
applying any of the inputs (brake clutch throttle roll off) should turn it green
If it's green to begin with you have a stuck switch somewhere and need to eliminate them one at a time to find the culprit.

Don't meen to hijack this thread but, the same thing just occured on my 09 Street Glide. Brake light is working properly so I don't think its the switch. Is the throttle roll back on the left side of the neck on the 09's? I didn't see it on the other side, just a bunch of wires running up under the fairing. The left side has what appears to be a small relay attached to the side of the steering neck.

Since you have a 09 you don't have throttle cables hence not roll off switch in the cable assembly.
The roll off switch on the TBW bike is built into the twist grip sensor if you follow the diagnostic in my las post in the thread you can check all the switch functions.

My experience has been that you get nice error codes for in-line throttle switch, brake switches and clutch switch. However, if the control unit, itself, craps out there's no code.

So, you might have a crapped out control unit.

I have a feeling (no data to support this) that using the up-down switch a lot puts a burden on the controller. Particularly, this is the case when adjusting the setting on hills. So, I tend to screw around with mine as little as possible.

I burned out a control unit once. Chicago H-D sent me a new one. Great bunch of folks.

i went riding with a couple of friends a year ago and the front guys brakelight kept blinking on when i knew he wasn't applying his brakes. like when we were riding down a straight highway with no reason to brake. when we stopped for fuel, i asked him if his cruise control quit working recently. he says, yep sure nuff, can't figure it out. i told him that the cruise is disabled when the brake light comes on, and that his brake light switch was not working properly. he mentioned that he'd recently changed his brake and clutch levers, which caused his problem with his cruise. he didn't follow proper procedure with protecting the brake light switch at the right hand lever.
