CRT Monitor showing weird line of color, causing PC to not boot up?

Ok..so I have a CRT Monitor, when I boot up my PC I'd come across a strange single line of color, then it'd continue booting my PC, now for some reason it's stuck on it.

Is it my monitor problem? I've checked the cable and their are no metal objects near it.

Just in case, my specs are

1GB Pc3200
320GB HDD
Windows 7 RC 32 Bit
Intel P4 3.2GHz with HT Tech.

Please help, ty!
