Been a while since economics, but sacrafice a high economic growth rate for a lower one. A good way of doing this is higher tax rates. The unemployment rate in Europe is lower than ours. But they don't have nearly as big a growth rate that we do. The limitations are its practically impossible for a country like ours that has a massive budget deficiit to pull this off. So a country would have to lower the budget deficit and raise taxes. Thats kind of what Bill Clinton did and seemed to work. (The good growth rate of the 90's mainly related to the tech boom and not Bill's economics). It also leads to a more stable economy instead of the boom and busts you see with deficit financing.
 
First, get rid of the unions... they give jobs to people and let them keep them even when they are worthless.
Second, get rid of all the illegal immigrants. Give those jobs to the unemployed.
third, make military service mandatory for all coming out of high school. they can get an education (started) while they are in there and they learn a decent work ethic. and to keep it going in the long run, you take away welfare. put the burden on the families that raised the (unwilling) workers. There is really allot of work to be done in this country if you take away some machines that do the work for us. alittle manual labor is good for the soul.
