no it does not. you must have at least one min of roming or 1 cent left in your flex bucket. and mnost of the time it will work some time the carriers restrict it. at least that my experience.
i believe the agreements with sprint and alltel include sms, but not the ones with verizon or us cellular, or something like that. basically your milage may vary.
