Leap doesn't hold a PCS license for Beaumont, TX. They did win 10 MHz of AWS C-block spectrum for the Beaumont-Port Arthur BEA in FCC auction 66, so it is possible that they will launch service there at some point in the future, but I don't think anything using AWS spectrum will launch this year, maybe next year.
