Creditor question, why did they do this...?

This creditor has been hounding me... So the account is in collections and I guess it will be forwarded to another agency soon... I tried to settle and was told the lowest offer is 30% off the current price, when I asked for this in writing that this is the offer and it will be paid off after the creditor replied, "we are going to just pursue this" and hung up.... Why would they do that?
