Creative suggestions for dealing with whining?

My 2.5-year-old whines about 75% of the things he says. It's not even usually complaining. He whines when asking a question, when asking for something, even occasionally when saying something positive (tonight at dinner he whined "this tastes good" about his applesauce). And it's not like this is his voice. He can talk normally.

I have tried, with no success:

1. Discipline (time out primarily)
2. Totally ignoring him
3. Instructing him to ask politely, and then rewarding him when he does (verbal praise or giving him what he is asking for within reason)

I have never once given in to his whining demands.

This got on my last nerve about two months ago. It's been going on for about three months total. Nothing I have done has even improved the situation.

And, just to preempt the sure-thing answers, I know that I am in charge, I do discipline him, and I did say above that I have NEVER given in to his whining demands.
Does whining back really work? I've thought about it!
