creating a scroll box inside a scroll box, HTML code?

i have a problem here it is: i have a large scroll box, with a background that i created and i want to put little scroll boxes inside it, so that they would be where i divided up my background. But the thing is that when i do put them inside the big scroll box they are not aligned the way i want them to be.( i know there's a html code that can align a scroll box, but i tried it and it did not work)
So my question is that can i align the smaller scroll boxes using pixels in the code?

if yes can you please post a code for it :)
