CreateNewSite() script using variables from a html form?

I want to put a script on my 2003 server (IIS6.0) and send the name and directory location to it from a html form on the previous page. I need to set read/write on the site for IUSR and that's pretty much it. I don't care if it's in C#, aspx, whatever if it works. A url to a tutorial would suffice put the code and language is preferred.
