CPU causing my games to lag like anything?

I just want to know why/how my cpu is going through the roof and lagging me in game, it still persists even after i reformatted my computer. Specs

4gb ram
windows vista 32 bit ultimate
9800gtx+
intel q9550 (quad core cpu)

help me im a gamer and i wanna play my games =(.
