I am not a lawyer, but to me, the decisions on the 2nd page and the decision on the last page are the exact same. The defendents prevailed and the plaintiffs have no further recourse at all.
And in my opinion, if I am correct here, this is a disgrace! And the reasoning behind it, no matter how wrapped it is in legaleze is wrong headed! A citizen cannot sue corrupt employees of a school district because the School District would suffer a financial loss! Bull Dinky!
Hasn't the School District already suffered a financial loss by crooks putting in phoney numbers to get big contracts that the school district pays! Yet, a citizen cannot sue to recoup the money because of the penalties and the plaintiff being entitled to part of the money!
This is really a big disgrace! Why can't the defendents pay the money & the penalties! After all, they put in phoney figures to get to give out the contracts. . .. so why should they be protected from prosecution and paying dearly for stealing from the school district!
But, the plaintiffs, to me, seem to have lost totally and completely. In my heart, I just don't see why crooks should be protected! Good employees who make an honest error, sure.. .. but absolute crooks! NO WAY! But that seems to be what is happening here. Some crook found a loop hole in the law, took advantage of it, and then threw it in the face of the plaintiffs in court and WON!
My Lord, when will simple common sense prevail?
