Countdown on cnn about goverment shutdown?

If you look on cnn theres a countdown that says "midnight friday" and i thought it was referringto gov't shutdown? If so what does it mean?
 
Those fools will have a government shutdown
by midnight tonight. President Obama has a rough time
with this! he met a mess and is like he is blamed for
what others left for him to clean up, his efforts are viewed
as some kind of weakness, Republicans were in office before
he was elected, did they do any better? if anyhing it's their mess
he was left with, now they're playing tag with Politics. It's just a
shame and very inconsiderate of American Citizens to put their
families at risk, children included. That's Abuse in the highest form.
