Could there ever have been an advanced civilization on Mars?

(BTW - I am not basing this question on the "face" on Mars, or "canals" etc - I know they're natural, geological features).

But, is it even theoretically possible that a billion years ago, it had a technologically advanced civilization like ours?

I'm aware that there's no evidence to point in that direction, but what are the reasons an astronomer or scientist might give to suggest this is an unlikely scenario.

Theoretically, the physical environment would probably have been able to support that in the past.

The question becomes one of how long does life need to evolve to that advanced of a stage? Obviously it took a long time on Earth (~3.5 billion years after the first life). I don't know the number off the top of my head but Mars was probably hospitable for less than a billion. A billion years of evolution still had nothing but single celled organisms on earth.

In other words, the environment was probably capable of supporting complex life, but it's unlikely there was enough time for complex life to evolve.
