Could Newton have arrived at Newtonian mechanics without the invention of the telescope?

Sure.

The real question is if Newton could have invented Newtonian Mechanics without Galileo and perhaps Kepler. It was Newton, who when asked about his accomplishments said:

"If I have seen further, it was because I was standing on the shoulders of giants."
