I've heard of government grants for bicycle paths in communities, but never heard of one for a child, unless he is disabled. See if you can get a loan from your parents, if the bike is to be used to get back and forth from your job. You can make a promise to pay them back a certain amount per month for a year or so.
Look for used bikes in your neighborhood, on Craig's List, or local police auctions.
