Could Harper's Long-form Census quash, be an attempt to make new social programs...

...more difficult to create? From Canada ---

I am a strong Tory supporter, but was confused at abstract privacy reasons Harper gave in defense of the long-form census mandatoryness removal

But some critics cited how the less relaible census would prevent the gov't from accuratly gauging how social progrmas could be applied -- this seems like bridge burning, but confident big gov't expansion is exactly what Tories are about --- making it harder to create new social progrmamming shrinks govt size and tax burden ?

More importnalty has any intellectual or jounalist made this observation?
