Could a Out of State1998 Dodge Neon R/T Pass CA SMOG TEST?

Yeah, I don't really know if it can pass California smog since the person told me that might be a issue and is saying car is AS IS, the car was donated so I'm not dealing with the original owner but the car seems nice shape. Does anyone own a 1998 California R/T?
