Do you mean rules for declaring war or rules for conduct in war? There are a ton of rules for either one anyway, but there is a difference.

I can't find a concise list, but I'll keep looking. All I remember is 1) the uniform you mentioned, 2) weapons must be carried out in the open, 3)the combatants must represent a formally recognized nation. These just define a lawful combatant. There are many more treaties covering mine, civilians, wounded enemy soldiers, etc. I hope this link helps.
