Costs to do a light restoration on a Lincoln Town Car.?

I have a 1994 Town Car which has seen better days, most recently I needed to replace the rear bumper because someone banged it pretty hard, but while it was in the shop they found some rust back there, had them take care of it and everywhere else on the car so at least that problem is gone, but (slowly and surely) the car is starting to show it's age, as such I have two choices. One of these would be to park it as is to use as a "beater" or restore it, I've had the car since 1998 and really like it, as such I was thinking it might make sense to simply restore the car. I'm coming up with a figure of about $15K-$18K for a restoration that would include new paint, new upholstery (all the seats, carpets, dash etc.), rebuilding the engine and transmission, general electrical and body work all around the car (after 17 years of daily driving small dents accumulate) as well as rebuilding the AC system and cooling system (new radiator new hoses etc. etc.), is this realistic?
I know most people would rather buy a new car, that's not the question.
I'm asking if the associated cost I've come up with is a realistic amount that would take care of the listed items under normal circumstances.
