Today, my dad was driving back home from taking my mom to work. A bicycler pulled out in front of us, but my dad did have enough time to stop, and he did, but the car didn't stop fully in time. He bumped into the bike, not hard enough to hurt or throw off the biker, but enough to damage the rim in the back tire. The biker said that it was a 1,000 dollar bike. (Pedal bike, not motorcycle) He's going to get an estimate of the cost and will tell us tomorrow. I'm scared. We don't hav e a lot of money. How much do you think it will cost to replace his rim? Thanks.

It depends on the quality of the rim obviously but I would estimate anywhere between $40-$100. Was it a mountain bike or a road bike?

You wrote Bicycle Rim
and I kept reading it wrong:

I thought you were asking about replacing a Recycling Bin.

lol....

I've been on this site too long today!

Anyway, I'm sorry that happened. Did the police do a report?

It is too hard to tell how much the replacement would cost, without knowing the original type of rim tand tire that was on the bike.

I would call the biker and ask him what the brand name and lot/serial number is on the rim, and then call the manufacturer to get a replacement. That will be the cheapest way, and it will also ensure that you get an honest figure for replacing it.
