Oh and it didn't happen with my old rig

My Comp
i7 920 @ 2.6 ( stock )
EN9800GT
Geil 6x2gb 1600Mhz 7-7-7 24 Memory 1.65v
EVGA x58 SLI
Vista Home Premium 64bit
So yeah, only had my comp for about 3 days now and i keep getting like "micro stuttering" During Counterstrike Source if like bunch of people come together and shoot it just seems to lag and it didn't when i had Q6600 ( My old Rig ).
It will run smooth then all of a sudden it will go slow.
My FPS on it is like 100-400 ( never drops below 100 usually )
My old rig is same stuff but CPU is Q6600 and Mobo is Asus Striker 2 Extreme.
I have done Memtest86 but it passed multiple times.
Is there some kind of Energy Saving on the i7 that i can turn off to improve performance or something

It happens with all games aswell
Doesn't seem to overheat either. GPU doesn't even reach 50 degrees on CSS.( counterstrike Source )..
