It should be handled by free-market. Many Eco-technologies are available for people to select. However, many of them were considered as advanced technologies and some countries cannot purchase them from America and its Allies. For example, China cannot buy the latest nano-carbon multilayer solar cell or the multi-layer solar cell developed by NASA.
Anyway, technology can make its collection: for example, applying nano-technology on carbon fiber, you can make the whole planes shell or car shell as a solar battery. By applying Kinematic technique, you only need a small lead battery to start the car and the movement of the car can charging the kinematic system itself, which provide power to keep the car moving.
