Not if you are not serving alcoholic drinks. Wine is used to flavor many foods, and so is liquor.Treat it as a simple ingredient and you should be fine.
 
No, you need a liquor license to sell or serve alcoholic beverages. You don't need one to use alcohol as an ingredient. However, you might want to double check if you're talking about serving booze-soaked cakes or things like that where the food would be intoxicating.
