Content changing PHP Script?

I'm looking for the script that you put the area where you want your content to be and simply link to any file you wish .txt even the extension would look something like this: mydomain.com/index.php?r=sample.txt or maybe it was index.php?=sample.txt i don't remember but I hope this is enough to explain what I'm looking for.
