The other clip didnt show the part where he starting taking pics of the dude in his cubic bubble. Id be pissed too if some random kid did that to me. Than again im not a pubic figure

That video is pretty damning.
Any magistrate would sign an arrest warrant for battery & possibly unlawful detainer.
 
If you're a sitting congressman and you can't take the pressure of someone taking a picture of you - or even heckling you - you need to rethink your job.
 
It could probably be shown by facts and figures that there is no distinctly native American criminal class except Congress.
