Confused about muscles and exercise..?

I've got two questions :)

1)Do you think it is better to work out 3 times a week and rest on all the other days or to work out every day for a week then rest the whole we after?
2) If a skinny guy done weights and built up his muscles but then stop working out would he go back to being skinny, would he still have to muscles, would the muscles turn to fat? I have no idea, I'm so confused :(
I know you're muscles grow during rest, I'm asking if it's better to let them rest 4 days out of the week while working out 3 times or to work out all week and then rest for an entire week.
