Concern Or Let it be?

I know this friend, while soaking in the tub (warm water), after drying off she went to mirror. She had been drying off and felt something lumpy. The vein on the right side of neck/shoulder was enlarged (size of a drywall nail). The husband also looked at it, said it very hard (wasn't able to collapse like most veins) from what he said. He said it was the length of a nail as well. The vein did go down no appearance in neck/shoulder after about 30 minutes after wards.
Now, my friend has had heart problem (as a history). I just didn't know if that would be something to be concerned about.

Would heat cause a vein raise up like that?
