The dogs it will depend on the airline you are going with. Below a certain poundage and if they are allowed then they can be by the seats with you, but you can't keep taking them out and have them on your laps. They will need to be in a "kennel" that fits under the seat. The airline does have a max allowed on the plane each time so you need to make sure. You will have to pay for that yourself. When you get to Korea the dogs will have to be quarantined for 30 days and that cost is yours with up to $550 in total refunded after released.
For lodging you can stay on base if there is lodging there available. You will get TLA which is the lodging cost and food cost for each day. It will not be paid in advance, it will be refunded. You can use the DLA to pay in advance if you have to but if you stay on base it will be paid for by the military usually automatically. In some areas it can take up to 60 days to get in housing so they can authorize you stay in the hotel until then. But if you are offered housing and turn it down you then have 10 days to find a place.
For OHA it is different than BAH it isn't a specific monthly amount based on zip code and Rank/Rate, it is only the amount of rent you are paying each month. So if you find a place that is $1200 then that is what you get, if you find a place that is $800 then you get that. If the US dollar drops then you will pay out of pocket. You do get a separate allowance for utilities but it doesn't always cover it each month.
