comcast vs verizon internet?

Down loading music that is copyrighted is one of the biggest events on the internet that are being monitored and traced. It is legal for them to give this information, since it is a direct violation of the copyright laws and the IP provider can be held liable by Law. Some fines are $1,000.00 per song downloaded. This is the first time I have even heard of Verizon doing this.
 
i was wondering which isp is better, and if either are anonymous, i have a friend who reecived a verizon call saying he has been downloading music illegaly, is that legal to give out information like that? does comcast do that as well?
