colored pencil Art paper and techniques?

What kind of Art paper is good for colored pencils? not anything TOO expensive.

Also, what are a good brand of colored pencils? Not Prismacolor. I don't like that brand. And not Crayola either, I kind of know how that brand works.

And any good techniques? Like, i color in small circles. And i use a white gel pen to put dots on the drawing. It has a nice effect.
Oh, and I go to Micheal's art store. so, preferably, there please. If not, then i understand, and answers are still appreciated.
 
Textured paper is good - I draw on pastel paper. I have alos tried colored charcoal paper. You could try derwent brand pecils I heard they were alright.
