Cold Starting problem in 88 Toyota Corolla?

I have an 88 Toyota Corolla with a carburetor and auto transmission. It runs and start just fin over 35F. But around freezing the engine will turn over but refuses to catch. Almost like no gas it getting through. As soon as it warms to the upper 30's it starts just fine. Any ideas what it might be?
 
Water in your gas line, add water remover like heet or STP water remover, with HEET use the yellow bottle for carb cars,
