coaxial test without cable?

So I'm looking for a way to test the coaxial input on a device without using cable television. Any ideas on something that outputs a coaxial signal and could be used for this purpose?
In addition, the device in question is a type of DVR. Not certain on the particular make/model. I just know that the device has a coax input that could be faulty.
Would a standard dvd player have a coax output that would work?
Response 1: The first solution seems possible. My issue is that I'm looking for an rf out source to use besides cable tv. Thus the converter box isn't really an option.
Response 1 (cont): Also, I'm not certain that an RF modulator would be able to work that way. Its typically designed to output to a television, does that matter if there is another device intercepting the source?
