Clemency? Arizona law...Rule 32?

My grandfather is currently incarcerated in Florence, Arizona. He is 73 years old, and was convicted of negligent homicide in an accidental shooting death. He is sick...diabetic and also has bad arthritis. It's hard because he is so old and I don't think prison is the place for an elderly man in his current health condition. Anyways, today when i visited him he told me some of the other younger guys who are also incarcerated told him he ahould look into clemency and Arizona law, rule 32..Does anyone have any idea what either of these are...? Your help would be appreciated.
 
i would hire a lawyer to look into that if i were you.
my grandfather is also a diabetic and i understand the amount of care that one needs when they are diabetic.
