No you cant, because cleaner shrimps are saltwater species.
There are hardly any fresh water shrimps you can keep with bettas; small ones like cherries, bumblebees, rainbows, black ninjas, etc are too small and are usually eaten by betta, bigger ones can prey on slow fishes n bettas, so out of question.
But theres one shrimp, i.e., bamboo shrimp, that might be compatible as its large enough and yet very peaceful, but still needs living conditions from betta.
Bettas come from stagnant waters mostly while these shrimps live in rivers and need good amount of water flow to net out the edible matter from the flowing water.
