Civilization 3 quick question help!!!!!!!?

okay im playing as the americans. every few turns the city gets overpopulated and civil disobedience erupts!!! How do i fix this problem and what are some good ways to start off in the game. Im gonna start a new game how do i prevent this and or fix it?
