Civilization 3... launching the space ship?

Has anyone built and launched the space ship in Civ. 3? I can build it, but then what?
Alright, I get it, you launch it and win... but how do you launch it?
 
the games ends and you win, assuming you have "allow space race victory" enabled. i usually never get to that though, cuz everyone else is dead!
