Citi financial threatening legal action?

do to my job cutting down man days i have sought the help of a debt managment /settlement company to help me settle and pay down my last four cards and this huge Citi financial bill, i am 21 days late i just enrolled in program and citi is already threatening legal action over the phone for now can they do that im not 90 days or anything and i am working really hard to get this debt paid off, and i figure anything is better than bankruptcy i wont lose myhouse!! help
