Cingular PPC phone?

I'm looking for a Cingular PPC phone. Is that the same as a Smartphone? (Sorry have been out of the phone scene for a while.) Anyway I'm looking for a phone that has Wi-Fi and GPS maybe Bluetooth. I am hoping for something with a keyboard, also. I want something running Windows Mobile 5.0. The 6700 looked nice but I don't know if you can unlock it to work with Cingular. Any help from you guys?
